First of all go to profile and click on the menu bar then go to settings. You will get the notifications option so open that and go to Live and IGTV. Open and enable Live videos if it's turned off and keep it as "everyone" on IGTV videos uploads and also enable the IGTV view counts.

Now go to additional options in the system settings and check show notifications if it is not enable then you will not get any notifications. After enabling go to others and there you can see show notifications enable that and sound too if it's not enable then you will not get notifications. You can see ringtone so you will have to set ringtone and then you will get notifications.
